This uses hyperbole, since hyperbole is simply the use of exaggeration. The persons mom is eventually going to let them have a phone, but the person in the example is exaggerating the time it’ll take for them to get a phone, since they can’t wait.

A hyperbola, because this sentence has a somewhat exaggeration because of the word ‘never’
