The Constitution does not give every specific details on the structure of the government. The Founding Fathers were aware that they could not predict the course of future events, issues, or advancements. They left room for change which is displayed through the amendment process. Additionally, Federalists agreed to allow for the implementation of the Bill of Rights. The 10th amendment states that powers that are not delegates to the federal government are reserved for the states or for the people. They did this because they believed that the Constitution gave to much power to the federal government and they wanted a document that would balance the powers of the government. This amendment is not specific to what powers are given to the states but are restricted by the articles written in the Constitution.
