The hundreds place is the first two number after a decimal point. In this case it would be 6 and 9. Now if were rounding to the hundredths, you would look at the number right after 9 to see if you could round up. That number happens to be an 8, and if that number is greater than 5, than it will round up the number before it. Now since 8 would round up nine, that would make it a 10, but that can not happen, so you would have to round up the first number as well, which would give you .70.
