My guess would be D.

Explanation:

We can eliminate A and B right away considering the Slope of the first equation is already -1/3 and we need the slope to be opposite to be perpendicular. So right then It is either C or D. and with C It doesn't seem like the line intersecting the line above would be parallel so my guess is D.
