The Indian Reorganization Act passed in 1934 and gave Native Americans the right to open businesses and created a system through which Native Americans could have access to vocational training and credit. The Indian Self-Determination and Education Assistance Act was even bigger, as it granted tribes the right to govern their own territory (limited tribal sovereignty) while still giving them access to federal money.
