Im a bit confused so please help me quick!

Research discovered that the ratio of regular coffee drinkers to regular tea drinkers in Canada is 4:1. Jack concluded from this that if 400 people were surveyed, 100 of them would most likely be regular tea drinkers. Is he correct? Explain.
