3y=-2x+3
y=-2/3x+b

When you want to find the point that a line travels through, you always want to ignore the b value. Two lines are parallel if they have EXACTLY the same slope. Y-intercept does not matter.

Plug in the x and y in the equation

-4=-2/3(3)+b
-4=-2+b
-2=b

Equation: y=-2/3x-2
