21 x 2/3 = 42/3 = 14

[6 x 2 + (14 + 1)] ÷ 3^2

[6 x 2 + 15] ÷ 3^2

[12 + 15] ÷ 3^2

27 ÷ 3^2

3 x 3 = 9

27 ÷ 9 = 3
