Just finished taking the test. B and C are automatically not correct since old immigrants came more from western and eastern Europe, while new came from eastern and southern. D is also the first thing that should not be noticed as even a possible answer since the old wave of immigrants were the skilled workers and landowners, and the new immigrants were the unskilled workers and farmers. A did not sound very right to me (which is how I ended up here lol) but its the only logical answer. Hope this helps somewhat

Most likely A if you are talking about immigration to the United States as new waves of immigrants come mostly from poor countries or war torn countries.
