That will be;

From the initial equation given, comparing this with y = mx + c

the slope is ;

2y = 4x-8

divide through by 2

y = 2x - 4

so the slope is 2

Since the equation of the new line we want to find is parallel to this, then its slope is 2 too. This is because parallel lines have equal slope

The point-slope form is thus;

y-(-4) = 2(x-3)

y + 4 = 2(x-3)
