solving for x:
2x+70y=3
2x+70y-70y=-70y+3
2x=-70y+3
2x/2=(-70y+3)/2
x=-35y+3/2
solving for y:
2x+70y=3
2x-2x+70y=3-2x
70y=-2x+3
70y/70=(-2x+3)/70
y=-1/35x+3/70
