One idea was the fact that if the government reaches a point where they disobey any of their points in these rights and they no longer obey the people and the government goes back to it's tyrannical ways, then the people can disband the government, and are free from any further obedience to the government and then have the right to establish a very new government created by the people to replace the incompetent one, if it reaches that point.
