This is what the equation looks like:
(-3)/(2)x - 9 = -27

First, we transpose the terms to the other side. So after transposing
-9, you get:
(-3)/(2)x = -27 + 9

Add them and you get:
(-3)/(2)x = -18

Next we transpose the coefficient of
x which is
(-3)/(2) to the other side, and while doing so the operation changes to a division. When dividing rational numbers, you take the reciprocal so you get:
x = -18 * (-2)/(3)

Multiply them and you get:
x = 12

Therefore, Option D is the correct answer :D
