Let us rearrange the equation;

-y = -2x - 3

Multiply through by (-1);

y = 2x + 3

the point where the line intercept the y- axis, x = 0

so,

y = 2(0) + 3 = 3

Coordinates = (0,3)

the point where the line intercepts the x-axis, y = 0;

0 = 2x + 3

2x = -3

Coordinates = (
