Jerry is out driving one morning on I-90 had hits a pothole. Hitting the pothole causes Jerry to crash is Lamborghini into the railing. Because of this Jerry sues the State of Washington for bad roads.

I think 11, because none of the others make sense. Though the point of 11 is that you cannot sue a state that you don't live in. So I am not positive.
