I believe the answer is A.

Step-by-step explanation:
If you divide 19 by 2 to get the cost of each pound, you will get $9.5 per pound.
Multiply that by three and it will give you $28.50.
The only graph with $28.50 on it is the first one! Therefore, it is A!

You do the same thing with the 5 and 8. Just take those numbers and multiply them by 9.5.
