y=-1/5x+b
When the line is Perpendicular, you make it the opposite reciprocal.

Now you want to find b so plug in the coordinate provided.
2=-1/5(-3)+b 2 is y -3 is x
2=0.6+b

Subtract 0.6 from both sides
1.4=b

y=-1/5x+1.4
