The answer would be 441 seats are being used.

I know this because if you set up the equation as a fraction you will get:

x/630 and 70/100

if you multiply 630 by 70 you get 44100,
but you then take the 100 and divide 44100 by 100 and you get 441 using the cross multiply method.
