So because it’s parallel you’re gonna have the same slope. You need to use point slope formula to find the equation of the line
y-y1=m(x-x1). Here, x1= -1 and y1=3. Your m is the slope which is parallel which means you’re gonna have the same slope. Our equation is given in y=mx+b form so our m is 2 so the parallel slope is 2. So m=2, x1=-1, y1=3
Plugging all of these in you have
y-3=2(x-(-1))
Simplifying we have
y-3=2(x+1)
Applying distributive property we have
y-3=2x+2
adding 3 to each side we get
y=2x+5
