Answer: No it is not proportional

All direct proportion equations are in the form y = kx, for some fixed number k.

If we had y = 17x, without the 2 at the end, then it would be in the form y = kx with k = 17. In other words, y = 17x is a direct proportion equation.

The 2 at the end is why we don't have a direct proportion equation. The y intercept must be 0. All direct proportion equations go through the origin.
