I never watched the film so...I’m stabbing in the dark but I think what it means is that if we are to dig by something, we need to know what we are fighting, we should make sure everyone knows what we are fighting, we should make sure it has no where to hide.

On the surface Harrison seems to be accepting his society's belief that excellence is criminal, actually he is being ironic hoping that when he confronts people with excellence they respond with admiration and appreciation rather then envy
