(Direct answer: No, because under circumstances or with the correct motives, people can likely make statements contrary to trueness or belief.)
My philosophy has always been that true or fact is just one's opinion or belief, flat earthers believe that the truth is that the earth is flat, they do not see beyond this, so to answer your question slightly less indirectly, no, people do not always make true statements, but true can vary depending on said persons personal belief, if someone says the earth is flat, their truth is the earth is flat, so that would be inherently a true statement, but under circumstances where it could benefit them, or where they have a motive, they could say something beyond their actual belief. You are probably confused why I'm saying that if someone says the earth is flat they are true, well, this is explained in Schrodinger's cat, you don't know if that cat beyond your view is dead or not, the same can apply to things you haven't witnessed yourself judging a book by its cover can also apply to the subject of what is true or not.
