A. 2c + 5 = 25

Explanation:

You have 25 dollars to spend so that's your end amount.

It costs 2 dollars for ever carnation, so it's 2 times the amount of carnations you get, hence 2c.

And it's 5 dollars for the delivery fee which you just add to 2c.
