this is more a verse not a passage and this verse is kinda talking about sexual relations. the passage goes (I am using a NIV version) "if a man induces a virgin who is not pledged to be married and sleeps with her must pay the bride price [...] [this is where your passage comes in] Do not allow a sorceress (witch) to live. Anyone who has sexual relations with an animal shall be put to death.[...]" here it is talking about how sexual relationships outside of marriage and sexual relations with an animal is a sin above almost all sins.This was a law that the LORD had given to Moses and the Israelite's. It is saying that this is wrong and to point out this one thing about Exodus is that the book is written about how GOD has sent Moses and Aaron to rescue the Israelite's and take them out of Egypt and into the wilderness of Sinai where GOD gave Moses the laws for the Israelis to follow.
