These are normal field cows. When they are resting they are not chewing food but are actually chewing their cuds. By doing so they generate saliva which helps them properly digest all of the food that they have eaten and protect their stomach from any harmful chemicals that they may have ingested. A secondary benefit is also that it helps them produce milk more often. This is why you see these cows chewing at all times of the day even when they are not currently eating.
