Answer: The Filipino people.

Step-by-step explanation:

The United States was still establishing its authority over the Philippians when President Theodore Roosevelt was elected. During his time the USA won a war against a renegade faction that had declared independence and this prompted Roosevelt to say that the defeat of the renegade faction was good for the Filipino people as they now enjoyed peace and liberty.

Mark Twain on the other hand, believed that the United States had subjugated the Filipino people instead of freeing them from the Spanish who were their colonizers until the Americans came.

Both of them therefore gave opinions that centered on the effect the US takeover had on the Filipino people.
