In order to graph, find about three different points that belong to the line, and join them with a straight line.

The points I suggest are using easy values of "x" that will make the calculation of the y-value simple. For example the x-values: 0, 5, -5

When x = 0 , y becomes: y = -(2/5) (0) + 5 = 5

When x = 5, y becomes : y = -(2/5) (5) + 5 = - 2 + 5 = 3

When x = -5, y becomes: y = -(2/5) (-5) + 5 = 2 + 5 = 7

Then plot the points (0, 5), (5, 3) and (-5, 7) on the plane, and join them with a line as shown in the attached image.
