It is the first table. A proportional relationship is when the ratios are growing at the same rate over time. One way to find this in a table is to divide all numbers over each other. So in the first table, 2/5 is .4, 4/10 is .4, and 6/15 is .4. They are all the same so it’s proportional . In table 2, 3/5 is .6, but 4/10 is .4. They’re different so it’s not proportional
