Why are state constitutions different state by state?

Answer:

The 10th amendment enforces that

"the powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."

this means it is up to the seperate states to decide what to do in their territory. (Unless the government intervenes)
