What is a characteristic of a society under the rule of law?

Officials are free to follow their own private judgment.


The ruler can take whatever steps he or she feels are necessary.


Citizens are at liberty to act without any restraint.


All citizens and officials are subject to the same rules.

The answer is the last one, D because rule of law is when nobody is above the law UNLIKE the first one that allows officials to do things and put themselves above everyone else. The second one allows a ruler to change or modify the rules which basically makes them more powerful then others. And the third one allows us Citizens to act anyway way we would like and have our own rules. So, therefore I think it would be D.
