A way that we can solve this problem is doing home visits for every student to see who actually needs to go to school, and who can stay home. They also need to look at the grades. Since it is illegal to not attend school, children with all Fs or an extreme amount of absences from live meetings should be forced to go to actual school. This stratigy should work because the children who NEED to go to real in person school can get the education they deserve, while the children who can stay home, stay home
