What makes a state a "safe" state?

if a state does not have to participate in the
Presidential election
If the majority of the state has voted for
a candidate from the same political party in.
the past four elections
if the state does not have to give all it's
electoral votes to one candidate, they are
allowed to split the votes

California has the most electoral votes because it has the biggest population. 50 million rounded people live there. In comparison, Texas only has about 28 million or so.
