Part A

Yes, there is a proportional relationship in Cara's. For every 5 yellow flowers, there are 3 white flowers. 5:3. I didn't see an equation that would work for the equation in the question. The equation I found on my own would be 5w/3 = y

Part B

There is no proportional relationship in Hector's. The equation would be e=h-2.
