So you know the slopes are the same because they're parallel

meaning the -2x would stay the same

then you have:

y=-2x+b From here you plug in the (4,6), x=4, y=6

6=-2(4)+b

6=-8+b Then you add 8 on both sides to get rid of the -8

14=b

so the final equation would be

y=-2x+14
