One way is that the president may accuse congressmen and women of being against the will of the people when they do not pass laws that the president agrees with. This can be a very effective pressure tactic because it may put pressure on the electoral possibilities of each Congress representative.

Another way is to veto laws that come from Congress based on populist reasons. However, this tactic is not as effective because the president can only veto laws once.
