(x+1)^2 + ( y-7)^2

the RADIUS is 1/2 of the distance between the given points

1/2 d = (using distance formula) = 1/2 sqrt 80 = 4.472

then the equation of the circle in standard form

(x+1)^2 + (y-7)^2 = 20
