Answer:

the Executive Branch and the Legislative Branch work together to make amendments. The Legislative Branch makes the propositions, and the Executive Branch either approves or vetoes it. If vetoed, the proposition goes back to the Legislative Branch, where it gets tweaked and rewritten, and sent back to the Executive Branch again. If approved, the proposition becomes an amendment.
