a. The proportion of the population respond Yes =
(100)/(400)=0.25

Sample proportion is the best point estimate of the proportion of the population.

Hence, the point estimate of the proportion of the population that would provide Yes responses : p= 0.25

b. Standard error =
\sqrt{(p(1-p))/(n)}


=\sqrt{(0.25(1-0.25))/(400)}


=\sqrt{(0.25(0.75))/(400)}


=\sqrt{(0.1875)/(400)}
