The correct answer to this open question is the following.

Although you forgot to include the cartoon, doing some research we can comment on the following.

The political cartoon depicts Uncle Sam carrying some Native Black Cubans on his back. He is climbing a rocky mountain. The rocks in the ground have names such as "oppression," "vice," "ignorance," "brutality," among others. At the top of the mountain is a golden statue that says "civilization."

So comparing and contrasting the portrayal of imperialism in the political cartoon "The White Man’s Burden" and the Kipling poem of the same name, we can see that imperialistic ideas at that time were part of the United States political and expansionist agenda.

The writer Rudyard Kipling supported the imperialistic ideas of the United States to colonize the Philippines, for instance. As was shown in the political cartoon, the idea was that only the white powerful nations are the ones who can take third world countries to "Civilization" and "modernity." Without them, the road for unerc¿developed nations would be twice as difficult.
