Answer:

y = 1/5x - 4

Explanation:

y = mx + b

simply plug in the slope,

y = 1/5x + b

now put in the cooridinates for b,

-3 = 1/5 ( 5) + b

now solve for b,

-3 - 1 = b

-4 = b

now put -4 into the equation,

y = 1/5x - 4

Answer:

(1)/(5) x-4

Explanation:

I graphed it on desmos by inserting the point (5,-3) and
(1)/(5) x for the slope then translated
(1)/(5) x down 4 so it would go through the point
