R is a biggest rectangle and C is the smallest rectangle in the picture

attached.

Rectangle R = 4 × [Rectangle B]

= 4 × [9 × rectangle C] {since rectangle B is formed by joining 9 rectangles of C}

= 36 × rectangle C

This shows that R is a scaled copy of C.

Since, scale factor =
\frac{\text{Measure of R}}{\text{Measure of C}} [Scale factor for rectangle R from C]

=
(36C)/(C)

= 36

Therefore, scale factor by which C is enlarged to form R is 36.
