The Texans believed they had the right to start a provisional government because soon after Santa Anna became president he started to act more like a dictator and less like a president. He stopped upholding federalist values that were important to the people living in Texas. Santa Anna gave more power to himself then he did to the local govenments. He also abolished the Constitution of 1824 which was very important to the Texans. All of these actions made the Texans believe they did not have to accept Santa Anna as the president and had the right to start their own government.
