I think it would be the exponent of the notation. I’m not really sure because of how it’s worded, but usually in scientific notation it would look like 3.96 x 10^6, so the ^ means to the power of so I would think the minus sign is a replacement for the ^ and it would mean to the power of, basically an exponent. Still, not completely sure.
