What is the difference between a civilization and a settlement

Settlements: one without a church is a hamlet. A village has one or two. A town has a wall around it. Either logs stuck in the ground or stone walls. A city has a Bishop.

Civilizations are societies with a food surplus, enough to last for the winter and has literacy. It could be papyrus, parchment, paper, wooden tablets, clay tablets or even string like quipu used by the Inca
