Generally speaking, the Cartoon is a satirical portrayal of the president as someone who is both incompetent and a lair. It shows him to be incompetent because the other character says that the lies and fake news he (Trump) sees are from his own Twitter account, and Trump doesn't realize. It shows him to be a lair because even Trump himself sees lies, which turn out to be lies he made himself.

The liberal value set here is the value of transparency. Typically speaking, liberals see open government as more of a benefit than a harm, where conservatives see open government as a national security risk. Of which lies have to be formed to protect.

The value of open govt. is more or less a tactic to reduce government and bureaucratic corruption, which is very important because the citizens have more trust in their government and its leaders.

In a society with out liberal values, govt. would be a closed system, completely disconnected from the society. Isolationist at its core, as Globalism is liberal, with little to no social programs. It would be as traditional as possible, more likely to be closer to a Theocracy as religion is the basis of traditionalism, and the government while would have elected leaders fitting the bill as Traditionalists.
