First substitute m(slope) in the point slope equation.
y=3x+b
Then substitute values ( x,y) in the point slope equation, with the given point, (-4,-6)
-6=3(-4)+b
-6= -12+b
-6+12=b
b=6
substitute b with 6.
y=3x+6
