PLEASE HELP!!!

My teacher says this is wrong but I don’t see anything wrong with it. It asking for me to write it in scientific notation which is what I did, I moved the decimal to a number 1-10, then I counted how many times I moved it and that’s what I got for my exponent, can someone please explain why this is wrong?

The answer is 4.9*10^-3 because you are making the number bigger not smaller
