The University of Florida has 4∗10^5 students and Florida State University has 2∗10 ^6 students. How many times greater is the population of FSU than UF?

Order of operations, do the exponent first. 10^5 means there are 5 zeros, and then you get 100,000 times 4 , which is 400,000. Now, you do 10^6, which is six zeros, so then 1,000,000 times 2, in other words, 2,000,000. 2,000,000/400,000 is 5. FSU is 5 times greater than UF.
