a. Should people who do not vote (free riders) be required to pay more taxes since they are not contributing in this way? Why or why not?

No,yes there are many opportunities to vote,but that’s not the only way to be an Involved with your government’s democracy,you can join a civic group,help with campaigning even if not voting,give an elected official your opinion on an issue so on and so forth,as long as they try then no.
