the Congress of the modern century is modified to specify rights for a broader spectrum and not just limited to the white male. Many debates have occured for the modification of the Congress's structure but we have just simply added amendments and our judicial system still makes decisions according to what is "Constitutional" aka what the constitution has permitted since it was made, to the adjustments made over the course of history
